The city of Kiev, founded in the fifth century AD, a historical capital of Russia and the capital of modern Ukraine, has emerged as a prominent metropolis of Eastern Europe. Nowadays, Kiev, a city of 2.6 million residents, possesses a remarkable blend of a surplus of highly educated professionals and a favorable business environment of low operational expenses.

Similarly, Ukrainian schools of management have replaced the education programs oriented at the Soviet economy by education programs oriented at market and international economy, in particular, embracing the latest management trends and innovations of the global digital economy and the digital age.

At present, the Internet and wireless communication infrastructure is well developed in Kiev and Ukraine. Regularly, communication satellites are launched (even some are propelled by Ukrainian Zenith rockets from the Sea-Launch Platform) to further increase the bandwidth of the internet back-bone to accommodate for the increasing demand of the rapidly expanding Ukrainian IT economy.

The importance of the IT sector of the economy has been recognized by the Government of Ukraine. The Government and the Parliament of Ukraine are passing a comprehensive package of laws and regulations to further promote the competitive advantages of Ukraine on the world stage of software development.

In fact, international business experts, consulting firms, and foreign governments have recognized and endorsed CIS, and Kiev, Ukraine as a favorable environment for outsourcing software development. US Chamber of Commerce in Russia has published a "Whitepaper on Offshore Software Development". An international conference, "Software Outsourcing Summit", takes place annually. According to IDC: "Worldwide spending on IS outsourcing services reached $56 billion in 2000." Whereas, according to the US Chamber of Commerce in Russia, the Russian portion of this market is expected to grow by 40% to 60% annually. The dynamics of Ukrainian IT market and industry are expected to follow those of culturally similar Russia.
